BLN4 Partnership and Procurement

The BLN utilise DfE preferred framework agreements for central and local government organisations, and other publicly-funded educational establishments. This ensures we can deliver our services via pre-competed, OJEU-compliant procurement routes. We leverage the aggregation of all our schools’ requirements in order to obtain the maximum possible value for money and flexible service provision, whilst continuing to manage these contracts on your behalf


The BLN offer a unique proposition within the district. We are a not-for-proft organisation and our ‘designed for schools’ managed internet service exists purely to deliver a comprehensive educational broadband provision to schools.

The team is accountable to a cross section of school representatives in the form of the School Reference Group (SRG) comprised of Headteachers, Trust Board members, SLT members, Business Managers and Governors. The SRG is supported by a Technical Reference Group (TRG) made up of Network Managers from both primary and secondary schools.

This partnership structure ensures that schools are receiving the most cost effective and high quality broadband service comprehensively meeting the needs of pupils across Bradford. The BLN approach to a collaborative procurement and delivery of a value for money offering to all our schools has once again been endorsed by Schools Forum.
